Well, navitel is different system then iGO. Both works under WinCE and that is only in common. I don't know exact structure of navitel configuration for your device, to compare it with iGO. Maybe even hardware are different (in that case ...you know).
But I can suggest you to try couple of solutions.
First, in cases like this, you have to flash unit with complete original firmware (both main and bluetooth component, then navigation). You can download it from official site (I've already posted link) and try.
If not helps, or can't be done, than you must combine: original firmware files from official site with flasher from Russian site. Cross your fingers and try again.
The last option is to send the mail to Russian colleagues, explain what you did and ask them if can help you.
There is also one "countrified variant", if unit still works:
- on usb stick, put Commander for WinCE. Set device navigation path to it. When you start navigation, actually you will start commander. If necessary, rename the exe to iGO/Primo/MobileNavigator. Than you can see content of internal memory (if is not protected), to know what to do next. After that, you can delete some files, replace, etc... copy complete Primo folder from USB flash to internal memory (again: if not protected)...
