    Nothing is needed in sys.txt for speedcam to be shown (correction might be required in sys.txt for speedcam to be announced) because it should be provided by default settings. However, you will need speedcam.zip under .../ux directory and speedcam data under the .../content/speedcam directory. Explanation of various formats

    *.txt contained text format by user contributed speedcam data (mostly from SCDB, PoilPlaza, converted from other formats such as Garmin, TomTom, Sygic)
    *.spc contained encrypted binary format that provider's created (either from HERE or TomTom, or in few cases by advance users who know how)
    *.spb contained binary format usually created from SCDB
    *.spe contained encrypted binary format
    *.spud contained user created (or corrected) speedcam data in internal binary format made from inside proggy
    *.spdb contained internal binary format convert from *.txt (note other format such as *.spc do not need converting)
