If you have this in sys:

[hnr]
ignored_missing_country_ids=*

[route]
hnr_ignored_missing_country_ids=*

then you don't need to have full EU maps and hnr work.
Problem here is that license don't open Full_Europe_HERE_Economical.

You can add full EU maps and Full_Europe_HERE_Economical still be in red.

poi not showing up. In settings, it is looking for KML, but from downloads I have pois of TomTom and HERE.
It is NextGen..android 4.4 tablet...in USA.
Everything else seem to work fine.
