It always says the limit is only about 60% of the true value. e.g. The actual limit is 30 mph and the spoken limit is 19 mph, the actual limit is 40 mph and the spoken limit is 25 mph...
It looks like LUNA is reading the speed in MPH and then assuming it is KPH and then transposing this assumed reading to MPH.

e.g. it reads the value as MPH (30) assumes it is in KPH and converts it to MPH (18.6)
and, MPH (40) read as KPH converts to (24.8).

The figures and the maths supports this. But why?
