Are you sure it depends on the algorithm and not by the Maps?
The Maps that LUNA uses are different from those that other Nextgen's use, and not just in the format. In the first maps posted, the 2019 Q2, the Morandi bridge in Genoa which collapsed on 14 August 2018 was there and made you pass it ( inaugurated on 3 August 2020 ), in those of the other Nextgen instead it was not there and they made you do another itinerary.
To be precise even for the TomTom Maps that bridge never collapsed ...... The routes depend greatly on the information in the Maps, sometimes even the simple change of a speed limit on a road or even just a small stretch may suffice.
