It could definitely be the solution, but I do love to tinker and experiment...this may be the reason I have had many android car units. If I have some interesting results I will report back

I believe I have solved it. I am posting my solution just in case anyone finds themselves having the same problem.
I think the issue is caused by copying a save folder from previous install..I copied the entire iGO_Pal folder from my old unit and moved it including save folder over to the new unit.
This solution has worked for iGO_Pal 9.18 with any skin, I am using Pongo skin kimiyaci mod, works for iGO_Basar 9.18 frontozd skin, and iGO_World 9.35 64 bit with pongo skin
1. Delete save folder from main iGO_Pal folder.
2. Go to android settings > apps > iGO and clear all cache and storage, then force stop
3. Delete iGO app
4. Open sys.txt and make these alterations

fullscreen=1 ----- DELETE THIS LINE
create_sdcard_dir=0
navigation_audio_stream=3
background_shutdown_timeout=0
check_folders_after_rebuild=0
disable_restart_after_phone_call=1
getdeviceid_trycount=0

dpi=480 < ------- ADD THIS LINE
base_dpi=240 < ----------ADD THIS LINE
Experiment if needed with different dpi and base dpi values if needed to find what suits
5. Reinstall iGO app and run through setup in fullscreen on your device, Exit navigation and restart igo...If traffic doesn't work on restart, then check in licience folder and look for one file called PEARL...Delete file and restart, traffic should now work.
6. Go to your Picture in picture or windowed mode settings on your device and reassign iGO as PIP program
7. Reboot your device and start PIP or windowed mode, it should now start and fully boot up without issues in windowed mode and work normally.
I have completed 10 x windowed mode start ups on all 3 iGO variations without any "not responding" incidents
