The picture is of poor quality. If I see good, its is API level 23, which belongs to Android 6. Primo should work, as your example shows.
But, problems with such devices with mutilated software is that they very often lack a lot of system components. It doesn't matter which IGO you put in, obviously there is a problem with the sound drivers. I have heard many complaints about such devices.

first try with 4, then with 3, if not works then with others.

If problem still exists, in your place I would try installing one of the TTS engine's, start with Vocalizer. Then try with TTS voice.
