NG WinCE needs 2 different license files to unlock everything you need,as it happened until the maps start 2017 (if I remember correctly).
Since after this date only one license is released with TomTom maps something will never be unlocked.
Rightly all versions of NG WinCE are not completely cracked and therefore require more licenses.
