iGO/Primo was never made to use .lyc; just because it "previously" worked, doesn't mean that will always works. So if you want to use recent contents for iGO/Primo, use a fully cracked proggy or find .lic files for it.

Of course I am using full cr*cked software. (Both iGO8 and Primo). With only one lic. It is not about the software not see the maps, but that after the launch it crashes. With only one map (fbl), no matter which one. No problems with older edition.
Here maps 2018.Q1 are not problematic, only TT. Tested.
P.S. Primo use lyc files. 2 are enough to see all available content except fjw files, but it's a limit to the software.

Perhaps you do not understand English, fully cracked shouldn't need any license. What's the point of needing license(s) if you already correctly cracked it. License file specified which capabilities are possible, the TomTom map that you have issue with obviously needed something that the license didn't provide or accessing something that license provide but proggy doesn't. Again it's a moot point, since a fully cracked proggy shouldn't depend on any license.

Baros is actually Civic ver, just from adapted package.
For Primo 2.0 (Kia Ed.), only one lyc file is enough for absolutely all content

But I do not think it will significantly contribute (all intended for Primo), NG for WinCE is quite different story
Newer lycs from Alpine, Becker, Pioneer and Zenec have the most impact, in cooperation with licenses for concrete map edition.

Actually, iGO can not work without license. Need at least one. Fully cr*cked ver.
As for the licenses themselves, they are formed to support the exact content.
It's just a question of whether a particular (cr*cked) version of the software can use them or not. Fully cr*cked - can.

Then it's not fully cracked. But let assume that the version you're using is not fully cracked. The only reason why a map works and another doesn't is
1. Corrupted map (which I assume you already rule that out)
2. Bad license (you said it works for other maps)
3. Incompatible license (this is most likely problem since it causes proggy to crashed)
Your last comment doesn't make sense. License are created so proggy will work regardless if proggy is cracked or not. NNG license (esp .lyc) has "sections" that activate certain capability independently. So let say, .lyc provide FJW for Europe but (for example), the proggy you're using doesn't do FJW, then it could crash* proggy. That's why you shouldn't use .lyc (which was introduced after Primo) on iGO/Primo. Yes, it's possible that a .lyc will not crash iGO/Primo because it doesn't deal with a capability that iGO/Primo doesn't have.
* BTW, crash is better than having proggy running with corruption
