Is it so hard to tell what device you have?
Anyway, if you got location only with internet connected, it mean
- your device don't have GPS reciever
- it has it, but it is malfunction
- in device settings, you did not select physical receiver

Did you try resetting your network on the device?
Finally got it to work. Since I'm using a Galaxy Mini 2 (S6500D) I used the service menu code *#*#1575#*#* and set the following things:
UP MOLR STATE: Set UP MOLR STATE
3G MOLR request type: Set LocEstimate type
TLS SESSION: OFF
It works now, although i have to turn on location services and manually start and stop sessions each time.
So, in fact, you were messing up the system options of the phone, screwing up the thing, and this whole topic was to boast how you fixed it
And of course it has nothing to do with software, navigation, etc. You're messing around with us for weeks for nothing.
