Only for voice .zip does it can (need to?) be .ogg; actually if you look at the codes, the API for audio seem to use .wav
The .wav format is always supported and unlikely to go away. The name of audio folder needs to be correctly only if you're using a skin that required it. If not, it is to be defaulted to be under data.zip\data\ui_nextgen\audio But can be override by any new UX's or directory created under installation location.

If speedcam.zip doesn't support audio, then you can't use it. I do not know if your original speedcam.zip does or not. Few skin add this capability, so you might have to look for a NextGen skin for WinCE that support audio for speedcam or add codes to do it yourself.
BTW, you do not need to add any new audio .wav to speedcam.zip unless there are codes requiring it. If the support of it is already there, then using any .wav under data.zip\ui_nextgen\audio would work.
As I understood it, originally speedcam was just tone (using builtin .wav) Then modder added TTS via skin. So the ability to play audio for speedcam via .wav was already there. It's just allowing the configuration of it. The settings is_spoken could be one of those created by a skin to allow the use of TTS or not TTS. So "beep" is not TTS (which includes audio) The rest of the settings under [speedcam_category:1] are skin related. That is why there is one to specified the audio file to played such as:
activated_spoken_type=sound
activated_sound="!alert2"

Not at all. I said proggy will look for it under data.zip\ui_nextgen\audio assuming that no other UX's override it. No need to put it under ..\ui_nextgen\audio directory if what you want is already under data.zip\ui_nextgen\audio such as !alert2.wav Actually, it's safer to use .wav under data.zip\ui_nextgen\audio unless you want new one or override the original.
You're running WinCE 7, but it's irrelevant. What's important is does your speedcam.zip (or any UX's you are using) support the use of audio .wav?

For starter, look at the codes of speedcam.zip. If you don't see any, doesn't mean it doesn't support it. It might be from another .zip or part of proggy. If you want to take easy way, look at code fo skins that support it and see what's needed.
So you tested my suggestion and it still doesn't work? For triggering of speedcam alerts, you have to drive and not simulate.

Unzip speedcam.zip and look at the .ui, .css and mainly .lua files. Those are the codes.
