I think you might mixed up with another post and you're using the wrong version, for the newer versions of NextGen including NextGen9.18.27.693527-World(14Mar2017), you have to use [Only registered and activated users can see links. ] which you already looked at.
I never said to use phoneme and I never said Premium High is necessary. The instructions are very clear and simple. Each language has it's own self packaged; you need all the files in the package.
