That would potentially introduce other problems. Google TTS is probably the most compatible TTS engine, so you should stick with that..you could try an uninstall/re-install of Google TTS just in case, but other than that I don't know what could be wrong except maybe some conflict with Android version or a file missing from UX or something. But you are not alone. Many report no issues with TTS (given proper voice file), and others are in the same boat as you..just can't get a known working voice file to work.
One more shot at it:
Here is another Dutch TTS voice I modified for Android, but from a different source (more like the original TTS voice).
Give it a try...then I give up :-(

PS. I tested this one too, on a route simulation, and it worked for me (but with my English TTS engine it sounded very strange).
