I have now installed Nuance vocalizer_e.tts_1.0.2.3k.apk with Serena as the voice and I still cannot see the voice to select in the voice menu of nextgen. I still see the voice files as shown in post #166. Any ideas why this is the case

Btw: if you select the Google tts voice engine in android and then you open the igo app it appear the voice in the igo menu?

I am afraid not, I have tried Pico, Google, Loquendo and Nuance and none of them shows me the voice for selection. I don't think this is the issue.
I have only Spanish Nuace voice in android. When I load the app only appear my Spanish tts voice. So, when I select the Google voice and then open the app, it appear all tts voices: Spanish, English, Russian and Italian.

I also have the Serena voice, and it works.
After the installation of Vocalizer and switching to it in Android settings, does it work? Not in iGo but in other things...can you hear it when you tap "Listen to an example" and/or does it work in some Android text reader or Assistant?
All I can tell you is that if you have a compatible Android TTS engine and voice installed and working along with a compatible voice file and correct UX files in iGo, it should show up as a choice and work.
I hate to give up on you but I have run out of ideas..I installed various voice engines and tested them basically just to try to solve your problem but it still does not work for you and I am sorry about that. Maybe somebody else can help...or not if you have some inherent Android problem.

I appreciate your help in trying to get my issue resolved. After the installation of Vocalizer I have switched in Android settings to use this and I do hear the android voice when I tap "Listen to an example". I will keep looking into this, thanks for your help.
