For Baltic region more accurate will be Here maps (Compared TomTom and Here). TomTom maps tend to not recognize unpaved roads.

There are no perfect map. Each manufacturer has its pluses and minuses. Each user has their own criteria and interests so that everyone has his optimal which may not be true for others. Exclusively for tourism, I am using HERE maps.
If u ever travl to rgypt big citys like cairo or alexandria here is better but the rest of the country tom tom is much better than here its got more little towns and roads than here the only thing about tom tom on some roads with 120 km speed it shows 100 km

iGO Primo, in Slovenia had best coverage Monolit (TOP MAP ... 2014)
HERE has improved routing and far better map error correction by people feedback.
Sadly HERE lacks house visibilities and other important signposts, obviously not included in HERE
I am using map changer in IGO Primo.
So, my vote goes close to Monolit, but is sadly no more present in Top-Map.
For Visitors I recommend using HERE in 2017 and further.

Possibly a bit off topic, nevertheless also on topic.
I spent a week in Spain recently on vacation. On a city walk, I sort of got lost and did not know which street to take to get to my destination, a panoramic view. As on more vacation places I visited, street signs were nowhere to be found.
My smartphone is equipped with Primo Android and TT2015.03, also with (Nokia) HERE software plus maps.
To find my further route, I activated the GPS, first HERE. With the result that I was in that place on a unknown street that was a dead end. And obviously it was not.
On Primo, the street had a name (Calle something) and was not a dead end at all. Switching between the two apps showed me that the HERE app showed few streets nearby while Primo (TomTom) showed plenty. The view I was looking for just was about 200meters further, around the corner, a corner that only Primo and TomTom showed me.
Maybe a not that important experience in this whole thread, a local flaw perhaps, but again I can do no different than prefer TomTom above HERE.
Please note I do not break down HERE maps. I am convinced that I always will find my destination whatever HERE or TT. So far, I just haven't found any opportunity to say that HERE is better than TomTom.
