Hah, let's clarify something
Maps. The maps on the device are in electronic form. They are not on paper like they used to be
Whatever you decide, whatever you download you 'll need software that will read that data and reproduce it on your screen
If you like to se a visual representation, such as paper, it is also available to download - as images or some other format for one of the dedicated programs. But not Here.
If you really want just Here maps, for navigation or whatever, then you download their software (HereWeGo), and it will download offline maps to your device.
Their proprietary maps are not available anywhere to download them separately
