Your video shows the nuvi is trying to connect in Mass Storage Mode, fails to do so and then defaults to normal booting.
In your screenshot of Updater.exe, I cannot see that you even have the device connected to PC, or if it was previously connected then it's exited preboot before you did anything.
Please make sure you are trying to load appropriate firmware, have you checked the HWID of your device? Asian versions of nuvi 40/50 are different to US/EU which is HWID 1350. Look here: [Only registered and activated users can see links. ].
This might be easier for you. Once you've made sure you're using the correct firmware to make the cure, with the device turned on with the main screen showing ("Where To?/Map"), hold the battery symbol for ~6 seconds to enter a hidden menu. The device should then show in Windows but only under Device Manager as 'Garmin Device' and it will be in preboot indefinitely until you exit that menu. Drag your RGN file onto Updater.exe and it should instantly show the device details, click the radio button for 'USB Device' then click 'OK' to start the flash.
