1) Bricked device Nuvi 2495LM, Fw 8.10, 1371.
2) I've tried to flash new features from SD.
3) Symptoms: My Device not start: Display Garmin's boot logo after the logo vibrating and still blocked in "normal" logo
4) PC not see the device
5) I'm n00b i don't have tried anything
6) I've already installed garmin express to backup the nuvi
8)i can't do this please drive me
9) what is preboot mode
10) I've the region 41 backup

Restore region 41.

Wow! this is the first time a user with bricked unit has region 41 backup, congratz
I've seen it only after writing another reply. I deleted it at once
Edit2: do you have sd with reg.140 backup too?
Which message you got in sd when you bricked it?
You have to navigate to get to the good.

i had the backup of 140.bin but i've modified it to enable features
the nav not start when the procedure with the russian "2xx5 enable feature" file was flashed
