The 'Speed Limit Indicator' feature is from info contained in the detail map and the ability to display any posted speed limit is enabled in 2xx9 firmware. Some minor streets don't have the info in the map so the limit can't be shown, however ALL major European roads have the feature in HERE maps. All North & South American and European localized devices use the same firmware as do others like Australian, New Zealand, South African models. That firmware is known as US/EU generally and your device uses it. However, although some features can be default enabled/disabled by the Locale selected on initial setup or after reset, it would be surprising that selecting 'Germany' would disable SLI. If you haven't reset it since un-bricking it you should do a 'clear nonvol' to see if that fixes it.
