So mean no way I can backup my Nuvi NV?

Yes, most probably you can't do it. Unless some other dumping command is found. But this is not likely to happen.

BTW, does this mean that i cannot clear non vol in Debugging menu or hard reset the device if anything goes wrong?

No it doesn't, as boot.bin's rrgn functionality has nothing to do with what you've just listed.
But clear non vol and hard reset are much weaker than restoring backups with rrgn/xrgn sequence.
