OLD PROCEDURE: I want to confirm for those who have 3450. If you just got your 3450 and taken out from the box to find it has old firmware, this is all you need to do to enable features: (DO NOT update to the latest firmware before doing this) Delete BlueTooth.xml, change ASR enable to ASR.disabled. Now copy & Paste all xml to X:\Garmin\, unplug nuvi from PC then power on. When power on, you will not see VideoPlayBack icon, it's okay. Plug nuvi 3450 back to PC and do a WebUpdater. It will updated to the latest. Once done, unplug from PC and power on nuvi 3450. Let Nuvi 3450 finish updating. The process seems long and you might think it's stuck on Garmin logo but it's not. So don't touch anything until you see "Agree". Then you can click on it. Now you'll see all the enabled feature icons are on your nuvi 3450.
NEW AND EASY PROCEDURE: For this example, I will use nuvi 3450.
What you'll need:
A clean microSD Card, [Only registered and activated users can see links. ], [Only registered and activated users can see links. ] and [Only registered and activated users can see links. ]. Once you have those, follow the guide below:
1) Open RGN_Tool --> drag your firmware *.gcd file to RGN_Tool
2) See picture: Save boot.bin and write down your firmware's HWID #
3) Once you save boot.bin, Rename it to Ldr.bin
4) After you extract Garmin Updater files.rar to find "Garmin Updater files" folder, in it you will you will see "3xxx series enable features application" folder, "For backup region 140.rar" and "For write back reg 140.rar"
5) Extract "For backup region 140.rar". You will see x:/Garmin/Updater/xxxx/ ===> rename xxxx folder to your HWID# from Step #2. In my case it's 1376
6) Now copy and paste your Ldr.bin to inside the renamed 'xxxx' folder [example 1376]
7) Copy your changed folder "Garmin" to the root of a microSD Card so it shows on PC as X:/Garmin
8) Make sure your nuvi is power off, not in standby mode. Insert microSD Card to your nuvi and power on. It will backup the file to the card's root then it will power off or reboot itself
9) Remove the microSD, connect it to PC and you will see reg_140.bin next to the Garmin folder
10) Open Mod 3xxx.exe and browse to the card's reg_140.bin (see picture)
11) Check your required features then press Save to make a copy to somewhere convenient, say on your PC's desktopFor nuvi 3450, DO NOT check BlueTooth and ASR
12) Extract "For write back region 140.rar". You will see x:/Garmin/Updater/xxxx/ ===> rename xxxx folder to your HWID as Step #2. In this case it's 1376
13) Now copy and paste your Ldr.bin to inside renamed 'xxxx' folder using the same Ldr.bin from Step #6
14) Make sure you delete all files in the microSD card then copy the new saved folder "Garmin" to the root. Example: X:/Garmin
15) Copy your newly saved reg_140.bin file to card root so you have:
X:/Garmin
X:/reg_140.bin
16) Make sure your nuvi is fully powered off, not in standby mode. Insert microSD card to your nuvi and power on. It will write back the info in the bin file to it's region 140 then it will power off or reboot itself.
17) Now you have enabled extra features.
