It looks like there is something else broken in your nuvi except the filesystem of the internal flash drive.
That white screen may indicate something bad.
The fact that your device gives an error while trying to run boot.bin ("System Software Missing", first stage) is definitely a bad sign.
My cure isn't designed to deal with anything except currupt internal filesystem.
But we can still try to do something.
Try flashing two RGNs from this archive [Only registered and activated users can see links. ] and tell me what happens.
Only one of them is suitable for your device as there are two different devices called nuvi 13xx.
Then tell me the name of RGN that was suitable. So I will know your nuvi's HWID.
P.S.
I've just discovered that nuvi 13xx is able to flash RGNs with no boot.bin inside. That means that the bootloader is able to flash regions. For two years I was sure it's impossible. Life is a wonderful thing.

I've often thought about this but would not know how to try it.
So in theory you could flash a new image to repair the internal flash drive or any other region which may have become corrupt (Except if the corruption is in the boot block and the nuvi cannot enter into pre-boot mode)
How would one go about making the rgn file ?
But this doesn't add any new repair methods. Except maybe when boot.bin is unable to start. But in this case the firmware is most likely to be unable to start.
How-to make a RGN:
drag fw_all.bin and other files to RGN_Tool and then save it as RGN.
OR
makergn.exe 097201000200.rgn 0x0E fw_all.bin

Thank you for your fast response.
I used the 097201000580.rgn file from archive, drag it into updater and update completed successfully in about 1 minute. The Nuvi 1390 remained in the white blank screen and no Garmin drive appeared into MyComputer.
After power cycle, the same blank screen followed by the turning on/off Garmin logo appear.
What you do before this problem?
This is how I got it, plus a broken digitizer ... I replaced the digitizer with new in order to try fix software
After updating successfully with 097201000580.rgn file from Kunix, the Nuvi 1390 starts with white blank screen for about 4 sec, goes to Nuvi logo screen for about other 4 sec after which screen shuts down for 1 sec, Nuvi logo reappears and so on..

Did your nuvi behave differently before trying GarminCure3? To check it, try flashing ORIGINAL firmware.
Now I know that your firmware is really started by the bootloader, because there was an infinite loop at the beginning of the firmware in the second RGN.
Now I want to find the exact instructions of the firmware that cause crash/reboot. This is a very long process, so let's do it in private, and then just publish the results here.
