I have no problem with Dutch voice commands on my 2595LMT (firmware v7.70) and City Navigator Europe NTU 2013.30.
Although my 2595 doesn't shut down it's only possible to search in the Netherlands when speaking Dutch, in Italy when speaking Italian etc (as roger1109 stated). You probably are aware of this inconvenience.
