I had unit with similar problem. Before flashing I do that:
1. I delete folders Voices, Keyboard, Text and Reports from the folder x:/Garmin
2. I delete folders in x:/.System - Reports and sqlite
3. Perform Master rest and Clear of the Non-volatile memory
and it worked.
P.P.: First I made backup ofcourse.

I got it in the root folder, not in the folder Garmin
2. I delete folders in x:/.System - Reports and sqlite
Reports is not in the .System, only in root
3. Perform Master rest and Clear of the Non-volatile memory
and it worked.

Sorry, made a mistake. Yes, in the root folder is correct
