As you might notice, the old way of getting the updates cannot get the latest firmwares, for instance, for Edge 1030 and some other devices.
The reason is Garmin seems to be gradually shifting from the outdated WebUpdater to modern Express, which uses completely different update server and protocol.
In [Only registered and activated users can see links. ] archive, there is a PHP script to get the latest update for a given device.

The problem is that it doesn't download a file but rather just displays the contents as text characters in my browser. Any solution? Thanks
If it doesn't work then try another browser because your settings may be preventing the download. You shouldn't see anything when you copy/paste that link into your address bar other than a popup window like this:

That device runs a version of Android rather than the Garmin proprietary OS. No method of 'curing' Garmin's Android firmware has yet been found or made publicly available.
Today, Perry's archive is 404. Although the directory page was archived by archive.org, none of the leaf files were.
Download.garmin.com/... is also 404.

Garmin will only offer the current version of the device's firmware if it needs updating. GarminExpress will do that for you.

There are 2 versions of US/EU 25x9 devices, they operate the same but have different firmware. The HWIDs are 1758 and 1947(C4), both V8.80 firmwares are available direct from Garmin but be certain to get the correct one as cross-flashing with the wrong one will brick your device:
