It is possible for a Garmin device or app to work to some degree without a basemap (gmapbmap.img) however there will be times when the software switches from the primary mapping to the (lesser detailed) basemap. If the basemap is not present then the software will freeze or cause the hardware to re-boot. For example, basemap use is necessary when zoomed out and scrolling.
You should add a basemap, various versions are available in different sizes and coverage, with and without DEM. The most recent fully featured world-wide basemap is Version 6, you can obtain one here: [Only registered and activated users can see links. ].
I endorse what asprin624 stated regarding the timezone map not likely to interfere with the detail map and there would have been some other reason for that rendering problem.
