Even though a Topo has routing that doesn't make it suitable for urban or highway use. These maps are for offroaders and hikers, meant to be used in outdoor units rather than automotive devices. Just as you wouldn't expect a CN to guide you properly for bush-bashing or hiking it's not reasonable to expect a Topo to perform like a CN [and it can be downright dangerous as you've found].

I think we can conclude now that Topo France v4 Pro has a serious problem with Active Routing. It just doesn't work both in Basecamp and a GPS. I suspect the problem is situated in the db file but I am not sure.

The map itself is very nice and contains a lot of little additions (new buildings and footpaths I missed in v3) in the areas that I know very well from my vacations.

I could get the .db file from another source and it's exactly the same than the one posted above byte by byte.

Are you certain this other source didn't get it here?
I also downloaded the map + db from another source but I am 100% sure they got it here.

When I created a SQL folder in the garmin folder and I load the 010-D1198-01.db file, I do not see anything on my Oregon 450, what should we do ?
    Thanks.

On Dakota you can use any file name with extension .img in sd/Garmin. Unlock .img first with gimunlock.
