If it's there and you don't see it in your Nuvi then I would say either you're out of area or something's wrong with your traffic receiver. If it's not there, then you need to update the file. Version 3.50 did not include HERE Traffic (RU), verison 4.10 (installed in my Nuvi) has it, a few lines down from НАВИКОМ ТРАФИК (RU).
Of course, in my version 4.10, HERE Traffic (RU) is also listed. What can be wrong with traffic receiver- Navicom Traffic well working, also I can see up to four stations in the developer information/traffic... (sorry don't remember exact name) which are transmitting HERE Traffic signal. However my nuvi can't hooked for these frequencies.
