That would seem to be a fair comment normally, without taking account of Garmin's quirky way of including bits of other Countries in some maps. E.G.: CNNT Sth America does in fact include Florida (go figure?):

But i suppose, they are their Maps and just like with their wacky release id's (2013.10 in early 2012) and strange region release timings, they can do what they like (and do).
