That's actually not 37xx specific I believe, since I know of at least one user not using a 37xx who got the full file and it happened to be the same size. I could be very wrong however, so take that with a grain of salt.
Garmin has really screwed the pooch in its attempts to minimize support calls. JCV files are now built based upon the unit's series, which leads to situations where a nüvi with 8GB memory gets a 51MB JCV file, when it clearly has room to support the larger file. There will be a whole host of complaints headed Garmin's way, with some users speculating that the changes are being done deliberately to try and "persuade" users to upgrade their perfectly functional low-end GPSrs to newer models like the 37xx.
Garmin's screw ups are annoying, but in the end will not affect me. I used the instructions on this site to give my 1300LM lane assist, junction view, and the speed limit indicator, and thus have to get the JCV file from elsewhere as it is. But Garmin needs to get their heads out of their a**es and stop with the nickel and dime bulls**t.
