I'm using 6.16.2 and getting the exact same thing as mattBLK.
So far vortex and dong are able to view street numbers but we don't know yet the method of how they unlocked their maps. Anyone else out there able to view street numbers?please provide your method of unlocking too if you're able too.

edit: removed attached screenshot, it gets scaled down to much to be usable.
