Is Unlocked for part NT...but Locked for part MMR

1. I use City Navigator® Europe NT 2013.40. So, is cityXplorer - Helsinki 2013.10 unlocked for me?
2. What is MMR? So, do I need to make my own UNL anyway?
3. I have Garmin Montana 650t. Is EPM works in it?

1. Only CNE part.
2. MMR it's a pedestrian navigation part. You need to unlock it using unl for FID=800
3. As far as I remember pedestrian navigation will not work on Montana. Will work only City Navigator part.
