I copied them but still only recognizing American english, and by the way, restarting the device does not reinstalling the original file of garmindevice.xml.

Taken so long, we thought you had solved it !
Use Garmin Express to add English & Arabic languages.
If this was bought in the US it will only have what is required there.

Not sure what you are saying about the garmindevice.xml ,but if deleted the device will create a new one.
