NV writes garmindevice.xml every time you start nuvi.
If it's corrupt it means NV is corrupt. Does nuvi work properly with all its features?
Update Express to the latest version and retry.
Some previous GE versions have problems.

Here's one from an updated Australian 3490 with IDs and codes removed. Dunno if it'll work adding your NA device's info to it so good luck.
