Normally it is (as you saisd) locked/licensed to one specific GPS by its UnitID.
You can download and use the GImgUnlock.exe tool to make any garmin .img file unlockable. Once you have done that, you just need to copy it to SD/MicroSD or GPS and it will simply work. The IMG file is used only in the GPS and has nothing to do with a PC.
If you have and IMG file on a GPS or SD/MicroSD and connect it to a USB port on a PC, the Garmin BaseCamp program can read the IMG and display/access it from the PC.
There is a whole other path you need to learn if your goal is to have maps on a PC so you can build custom maps for any GPS or data card. You should browse the tutorials to learn more about that. The relavent words to look for would be ".gamp or .gmap folder", "Mapinstall", and "Mapsource".
