If you have to access pre-boot by holding the screen then probably you need to load cure firmware because it's soft-bricked by a faulty file (corrupt map, poi or voice most likely). Full instructions are given and the process to use Cure3 or QuickCure is quite automated and simple, allowing you to access Mass Storage Mode and remove a fauly file or re-format in FAT32 correctly with RMPrepUSB as mentioned in the cure thread.
However if it is bricked because it can't load the firmware due to a region being empty or corrupt then the device will have defaulted to a permanent pre-boot state and display 'System Software Missing' message on the logo screen. In such a case reloading the correct untouched firmware (system software) as an RGN via Updater.exe will fix it almost certainly. You can very simply convert a GCD file to an RGN file using RGN_Tool available to download in this ZIP file: [Only registered and activated users can see links. ]. Observe safe naming practice for an RGN file of XXXX10000xxx.RGN where "XXXX" is the firmware's HWID and "xxx" is the 3 digit firmware Version, e.g. for EU firmware device version 3.90 it's "113201000390.rgn".
WARNING: Be aware that there are several different regionalized 1690 devices with different HWIDs.
