Just downloaded, unzipped, installed, unlocked, and it works fine.
Here's what I did:
downloaded from post #11, the MapSource version
unzipped in my spare HD
launched the executable and accept the licenses ...
chose the default path for the installation (c: Bicimapas)
Once finished I opened MapSource and see blocked
copied the folder MapSourceunlocked 2.2 Bicimapas and finished second after
map unlocked and ready for cropping in MapSource
