I have a Japanese fw here, but I do not know where it is coming from and I do not know if it is for your 1360. You could contact Garmin and ask them where to download the latest fw for your unit. Then we can start from there.

Edit: Ok. First this is a GCD file. RGNVoiceEditor only supports RGN file, not GCD. Download RGN_Tool and open the GCD file and save as RGN file. Then re-open the RGN file in RGNVoiceEditor.
Can you try that and see if you can add your new voice? If you really want to, you can convert the modified RGN file to GCD or simply update your GPS using updater.exe and the modified RGN file. Just make sure to delete any existing GUPDATE.GCD from your GPS before you use the RGN updater.
Edit 2: I found out that not all TTS are visible with any language. For example, I do not see Thai TTS when my language is set to English. I need to set my language to Thai and then I see Thai TTS. If you want German TTS, you need to set your language to German. If you want to see your German language with your English language, I have a fix for this too. Just let me know.

I cannot see German language with ANY language setting...

I just want to point out that there is also a TTS Steffi that says street name. You have it as non-TTS because you are using a non-TTS Steffi. That is why I was confused.

RGNVoiceEditor v1.10 update:
I just released an updated version of RGNVoiceEditor.
Change log from v1.08 to v1.10
- Runs faster
- Displays more than 15 voices. You have full access to all the voices in the file not just the first 15.
