If there is speed in the file, it is used for notification.

If the speed is 0, then the speed is used from the map provider, the given speed limits on this road section.
For example:

Program iGO defaults to speed alert and entry:
use_road_speedlimit=1 - is a duplicate command.

This entry write in sis or plugin.ini in the presence of speed 0 to speedcam.txt cancels the camera notification completely, there is no notification at all about the camera.
