In sys.txt find this lines:

[speedcam.disabled_countries]
_FRA=x,x,x,x,x,x,x
_SUI=x,x,x,x,x,x,x

and comment them out with ";" like this

;[speedcam.disabled_countries]
;_FRA=x,x,x,x,x,x,x
;_SUI=x,x,x,x,x,x,x

or better, just delete them (all 3 lines).
