Hi guys, once again thank you all for your input. I've been rather busy past week, haven't got proper chance to reply.

@Osiris > primo version v9.6.29.636868. As for renaming, I'll repeat once again - initial file was 3dc and was working well for quite a long time. Suddenly (with one of the primo upgrades) it stopped. Renaming 3dc>3dl was merely my desperate act to find what's causing the problem, and it worked for some reason. As I explained before, looking at header of the file by iGO View it came to me idea to rename it.

Can you help we understand what is the core difference between those two extension? My logic was that some of the buildings was simply declared 'landmarks' by map provider and 3dl shows only them, while other buildings may or may not be landmarks and map provider puts them into 3dc. If not with licensing issue, why do we need to have both types and why did it stopped working?

What happen if you only use one .3dl at a time? You should not see the "footprint" problem.
    Nope, it still exits.

To put more oil to the fire if you read OP, I also tried renaming Serbia_petrol.3dc > 3dl - and it also worked! So, I'm just trying to find some logic behind this.
What method/software did you use to read-out information within 3dc|3dl files? Like you said in one of previous posts, on coordinate xxx.xxx you have something?

    @boki
and all now old at least 5 years. I can give you all that exists
Can you share with me what you got from TopMap, please?

That is all that exists, for years.
There was one older petrol file, but smaller, so nobody uses it anymore.
Also, from both other providers, there never was made 3dc file.

    Answer
    Spoiler: .

The .3dc contained data to draw simple polygons using share texture or just colors. That is the texture exists externally and are shared (or in case of no texture, just color)
The .3dl contained data to draw complex polygons with it's own textures. That is the texture data can (and generally is) given for each surfaces.
You should not renamed the extension, it will cause unpredictable behavior. The coords was extracted via my proggy and doesn't reflect exact location of the objects. The .3dl data is complicated and I did not parse entire thing, so I do not know if there are adjustment to those coords. Also I do not know if .3dl actually store the landmark names (and some how you got it to displayed in your proggy)
The "behavior" is different for NextGen vs your Primo proggy. For NextGen there is no problem (no footprint) AND no name of landmarks. I currently don't have access to Primo to test, but my gut feeling is that either you have a hacked version that behaved that way or there was config setting somewhere that was done to get the behavior you're seeing.
I think you'll get much better help in understanding your problem if you contact people in the Russian forum.
Do not PM me with questions. That's what a forum is for.

    Thanks. I got it now.

Out of curiosity, I've checked with genuine Hungarian Here 2017 3dc and 3dl. Here is the result, exactly as per your explanation.

    First one with primo:

If I zoom/rotate, most of red footprints transform into buildings.

    Second one with NextGen:

    Conclusion:
    Spoiler: show
As @boki confirmed, initial Serbia NNG file wasn't 3dc at all, but 3dl. Someone, somewhere, renamed it and it used to work with different extension, until update. Apparently, all information is currently showing as landmarks with full texture, since I can't recall ever seeing grey buildings, as shown on original 3dc. Merging two available 3dl for Serbia gives most complete data.

Only thing I should investigate more are footprint. Not that it bothers me much.
