The .3dc contained data to draw simple polygons using share texture or just colors. That is the texture exists externally and are shared (or in case of no texture, just color)
The .3dl contained data to draw complex polygons with it's own textures. That is the texture data can (and generally is) given for each surfaces.
You should not renamed the extension, it will cause unpredictable behavior. The coords was extracted via my proggy and doesn't reflect exact location of the objects. The .3dl data is complicated and I did not parse entire thing, so I do not know if there are adjustment to those coords. Also I do not know if .3dl actually store the landmark names (and some how you got it to displayed in your proggy)
The "behavior" is different for NextGen vs your Primo proggy. For NextGen there is no problem (no footprint) AND no name of landmarks. I currently don't have access to Primo to test, but my gut feeling is that either you have a hacked version that behaved that way or there was config setting somewhere that was done to get the behavior you're seeing.
I think you'll get much better help in understanding your problem if you contact people in the Russian forum.
