The main reason is that there are very few owners of these older devices who (like yourself) insist on remaining with an old & outdated navcore who would bother to buy these maps & then create/share their metas.
Really you have 2 choices, either sadly live with the few (some older) maps with metas for your navcore or bite the bullet & upgrade your navcore then you can run any map we have a meta for.

There are still some metas available for very recent (v10+) maps of Europe on WinCE - just not for North America. Pity. Maybe there's a distributed GPU brute-force scheme that could be used to find a meta for a map.

I use a different strategy for nav - Google Maps in advance, punch route in WinCE TomTom. WinCE will sometimes guide to a more 'interesting' route than the current most traffic efficient/accurate route. Newer Navcores suffer from distractions (flaky Bluetooth, zoom issues, and long load time on Android, buildings obstructing nearby road names on TomTom device). And no newer Navcore for WinCE. Simple is beautiful.
