Not exactly. Main files of maps in these cases won't change. Usually tiny files changes. This time - not very big file tables.dat is changed (in map Central_Europe_950.6492, think same file changes in other 951 maps). Look for comparison in attached files.

I think the new maps have corrections, little changes like new streets directions, etc
