I am having difficulty upgrading to North America 900-4613.

I tried deleting the old map and replacing it with the new one and I used the activating tools, But it did not work.
So I reformatted the card and reinstalled Navacore and then I put in the map and the Meta text file with it and used again the activation tools. It still did not work.
And ideas?
