The same discussion happens with every new map release.
You have users that simply want all and now.
Makes no difference if they are with or without an installer, you will always have users that check and users that don't.
With 200+ maps each release I think we can expect the person downloading to check if the map has the codes available or to simply try the activation again a few days later.
If you can keep track what map is available and for which map there is a code than please go ahaed and upload your collection of available maps only.
But you will notice that users simply download the map they want and still ask for the code if it does not work.

So I upload the maps that are available, if a user can't wait it is not my fault
I'm not forcing to update the map on the device I only provide the files
