I wonder if anyone can "briefly explain" how to make a meta.file and what software would be required.

I know I'm being impatient and the meta file I want/need will be uploaded at some time or other (Europe_East_870_3514) but if it's not too intricate I don't mind having a go at making one, which can then also be shared back.
