I downloaded file to my PC and then, as usual, attempted to bt it to my phone. It will not do it. So, I went on my phone to try to download it that way...even less luck as I couldn't get it to download at all.
How can I get the file to bt to my phone (as I usually do it)?

The file is zipped with 7z, I would suggest that you unzip it using 7z not WinRar and then install as usual.
    I hope that this helps

Let me start by stating that I have never heard of a 7-z format. The downloaded file does not appear on my computer as any type of zip file. As to connecting my phone to my PC, the thought didn't enter my mind. So, what did I do? I did a Google search for the file and found it on apkmirror...downloaded it to PC...ran it through Virus Total and then BT it to my phone. Opened and installed it. I will keep coming back to this site for updates as I like this app a great deal. It's the only one that I have found that gives me the names of streets as I turn on to them...this is useful in Massachusetts as they only have street names on one side...not both. BTW...thanks for the help and suggestions. They just came in a few hours after I installed it.
