Navigation software does not guidance cars to such a zone, because it's forbidden to enter without permission from the city. In the EU these zones has sometimes red/green lights with an explanation plate beneath. Entering the red lighted zone without permission is scanned by a licenceplate camera and you will be fined.
You can check it yourself in the app by choosing a start point on the map and a destination. After calculation see the route on the map, it will not use a prohibited road.
