Ok. thanks for all the suggestions and links. Will switch to my backup GPS-Sygic until I figure this out. Will report back my finding to share if I ever resolve this.

It should as Pie support was added with release 1.17.2, announced here:

Although as posted above, suddenly computer voices don't work with Oreo for me when it did in previous versions before upgrading to 1.17.5.
So either, there are alot of bugs with this release or something is changing with Tomtom.
Thanks spurskev. Same issue with TTN 1.0.5; no Computer Voices. However, I found, there is a Tomtom Labs setting icon. In that, is a setting for Platform TTS. As soon as I switch to Platform TTS and restart App, computer voices work again but only for that session.
But soon as I close app after switch to Platform TTS, computer voices stop working again. In this 1.0.5 version, seems the only way to get computer voice working is to reset app each time and change to Platform TTS every time for it to work for one session only
Seems like TT is in transition with computer voices in newer versions. Anyone else running Oreo with Computer voice issues?
All this change and new Beta 1.0.2/5 must explain why there was a long lag between 1.17.1 and 1.17.2 (Oct 2017 to Aug 2018-10 months) while they experiment going forward with Oreo/Pie?

I have not run into any of these problems running Oreo on my Hauwei P20 lite.
TTS voices have worked.
As for the gap from 1.17.1 to 1.17.2 was that TomTom was waiting while testing Android Pie.
Yes a lot of user's were not happy with their smartphones after upgrading to Pie and TomTomGO then had menu problems.
But there were work rounds to get the menu fixed.
They found that there were some problems with 1.17.2 and came out with 1.17.3 then some small problems then showed up and the final fix was 1.17.5
All the TomtomGo versions have worked for me on all the versions of Android from 4.4 on up.
As for the new TomTom v 1.0.5 app it works with no problems also with TTS voices on Android 8 and on Android 6
I think you need to wipe both versions of TomTom from your smartphone and start over.
That means removing the both folders on both versions of TomTom from the memory and the SD card.
Shut the phone down and restart and install clean.
No backup a clean install for both.
PS:
Only use DFoX version with his signing not any other signed version.
I would to play it safe go to his forum and download directly his patched version.

Finally resolved this issue! For some reason, Google Play now installs this on External SD card for me on a clean install.
I went to Apps and moved app to Internal SD and now Computer voices work again.
Posting this solution for anyone coming across this issue in the future.

Sure. On Android OS 7.1.1 ( I am using Adoptable Storage settings-not sure if that makes a difference)
1) Go to Settings
2) Go to Apps
3) Go to "Go App"
4) Go to Storage
5) Screen should display "Storage used" on top with either Internal Storage or if Movable should have "Change" icon
6) If there is a Change Icon, you can move it to internal or the name of the "External Card"
If you are running OS 7.1.1 and do not see the Change Option on Tomtom Go Storage Menu. Choose another app just to test what you should see with a movable app.
Reflecting on the situation which may have caused all this: recently I upgraded from a 32GB to 64GB External SD card around the time 1.17.5 was released. Can't recall if 1.17.3 was installed on internal or external before the SD upgrade but after much experimenting today, I found the "Change" Icon and after moving the Go app 1.17.5 to internal, the Computer Voice-Samantha came back and stays. This is also true of the 1.0.5 version install.
FYI, only those apps that can be moved between internal/external will have the Change Icon showing on Android 7.1.1. Most apps may just say Internal Storage, which I think may mean that can't even be moved
In the end, I think because of all these minor variations in Android setups and OS (fragmentation), there will always be people posting here that this/that feature doesn't work, or it's not upgrading properly or something not working while others will report no problems. It all depends alot on version running and what the settings are for each person. Making for alot of confusion.
Just glad I finally found out why mine did not work and fixed it.
